A vacancy in the Council shall exist upon the death or resignation of a Council member,
or upon forfeiture of, or removal from office. The Council shall provide by law for
the conduct of special elections to fill any vacancy on the Council that occurs during
the first three years of a term. When a vacancy occurs during the last year of a term,
a majority of the remaining members of the Council shall appoint a qualified person
to fill the vacancy.
