§ 10A-111. Methods of awarding contracts.

(a)

Except as otherwise authorized by law, all County contracts shall be awarded by:

(1)

Competitive sealed bidding;

(2)

Competitive sealed proposal;

(3)

Contract negotiation; or

(4)

Small purchase procedures.

(b)

No contract or purchase shall be subdivided to avoid the competitive bidding and competitive sealed proposal requirements of this Subtitle.

(c)

If a bidder or offeror subcontracts any portion of a County Contract, a written contract between the contractor and subcontractor shall be submitted prior to the award of the County Contract.
