When not allowed by Section 27-614(a), the District Council may authorize the issuance of a sign permit for any sign
on land located within the right-of-way, property, or acquisition lines of a proposed
street, rapid transit route, or rapid transit facility, or proposed relocation or
widening of an existing street, rapid transit route, or rapid transit facility as
shown on the General Plan, a Master Plan, or Functional Master Plan of Transportation.
The requirements for this authorization are the same as those for authorizing the
issuance of a building permit for a structure on land located within a proposed right-of-way
(Section 27-259).
