§ 27A-303. Components of a Regulating Plan.

  • (a)

    Required Elements.

    (1)

    The Regulating Plan shall be provided in a digital format acceptable to the Planning Director or Designee.

    (2)

    A Regulating Plan shall be produced at a scale appropriate for review and with the same extent as the proposed Illustrative Plan.

    (3)

    The Regulating Plan is comprised of and shall show the following components:

    (A)

    The land area that is the subject of the zoning map amendment, including fifty (50) additional feet beyond the zoning amendment area to establish context, and shall also show the immediately abutting roads, water bodies, canals, and other rights-of-way or easements.

    (B)

    The boundaries of each Urban Neighborhood.

    (C)

    The location of all Streets, with the Street type specification of each Street.

    (D)

    All frontage designations, or Building Envelope Standards, applied to existing or future Streets.

    (E)

    The location of all public spaces, parks, and recreation facilities.

    (F)

    The proposed core and edge locations.

    (G)

    The Build-to Lines and Parking Setback Lines.

    (H)

    The location of all Regulated Environmental Features as shown in the approved Natural Resources Inventory (NRI) developed as part of the environmental functional overlay.

    (I)

    The location of civic buildings.

    (J)

    A Build-to Line established along each Block.

    (K)

    A Parking Setback Line established along each Block.

    (L)

    Street type designations for all existing and proposed Streets.

    (M)

    Any Employment Reserve area.

    (N)

    Any historic and archeological resource listed in the adopted and approved Historic Sites and Districts Plan, and which are identified within and adjacent to the Urban Center District in the historical and archeological resources overlay.

    (O)

    Any parcel-specific treatment, as designated by an asterisk (*) on the Regulating Plan.

    (4)

    The Regulating Plan may show:

    (A)

    Site-specific requirements for development (related to unique context or urban design).

    (B)

    Site-specific opportunities for development.

    (5)

    Regulating Plans and future development shall be sensitive to the natural environment:

    (A)

    Regulated Environmental Features shall be preserved in a natural state to the fullest extent possible.

    (B)

    Environmental site design shall be used to the maximum extent practicable.

    (C)

    Green building techniques shall be used to the maximum extent practicable.
