§ 3-139. Defecation; Removal of excrement.

(a)

No person owning, keeping, or having custody of a dog or cat, except a seeing eye dog, shall allow or permit excrement of such animal to remain on:

(1)

Public property, including streets as defined in Section 1-102(a)(34); or

(2)

Private property without the consent of the owner or occupant thereof.

(b)

The person owning, keeping, or having custody of the animal shall immediately remove the excrement deposited by the animal.
