It is the intent of this Division to protect the general welfare and public interests
of the residents of the community, to safeguard the public interests against fraud,
discrimination, deception, and similar abuses, and to eliminate unnecessary street
congestion, delays, and traffic hazards caused by accident, mechanical failure, or
any violation of law.
